Step 1 - Stir together soy sauce, balsamic, fish sauce, palm sugar until sugar dissolves - reserve. Heat olive oil in a wok over medium high heat until the oil begins to shimmer about 2-3 minutes. Add in shallots, garlic, and chilies, frying in the work for 30 seconds. Add in ground beef, breaking up into pieces and allowing to brown in the wok for about 5 minutes.
Step 2 - Pour in soy sauce mixture and stir to coat beef. Add in peppers, carrots, green onions and thai basil, stirring to cook veg and wilt basil. Serve beef hot over rice, along with a sprinkle of fresh chopped basil, minced chili pepper and green onions.
